Employee assistance professionals work with individuals who are employed in every industry and in every type of work organization, including employees subject to very specific U.S. Department of Transportation (DOT) alcohol and drug testing regulations (DOT rules). DOT-covered employees, like any others, may come to the EAP for a variety of reasons. In the vast majority of cases, standard EAP assessments, including the SBIRT protocols outlined in this training program, are appropriate. Under certain circumstances, however, this is not the case. This webinar outlines how to better recognize special considerations for following SBIRT protocols with DOT-covered employees and what to do in the event of a DOT rule violation. This webinar will also discuss how to handle a DOT-covered employee’s voluntary disclosure of a substance use problem. 

Learning Objectives:

  • Describe the appropriate utilization of SBIRT with DOT-covered employees; and 
  • Comply with special agency requirements in the event of the employee’s voluntary self-disclosure of a problem with alcohol and/or drugs. 


Tamara Cagney, PhD

Internal Employee Assistance Professional (EAP), Sandia National Laboratories

For the last ten years, Dr. Cagney has been an internal EA professional at Sandia National Laboratories, a DOE research laboratory, and provides clinical consultation to the Northern California Teamsters’ Assistance Program, as well as consulting with a variety of organizations regarding Department of Transportation (DOT) Substance Abuse Professional (SAP) issues.Dr. Cagney has provided EAP services for over 25 years in both the public and private sectors, in unionized and non-unionized settings.  As an EA professional, she worked as an internal EAP at Crowley Maritime Corporation, created and managed the internal EAP for the City of Oakland and provided internal EAP services for the medical professionals at a large medical center.  As an independent consultant for the next ten years, she designed and evaluated EAPs, delivered training, designed drug-free workplace programs, DOT testing programs and provided consultative services to fellow EA professionals.

Laura Lacey Dashner, LCSW, SAP, SAE

Vice President of Business Services for American Substance Abuse Professionals (ASAP)

Ms. Dashner started with ASAP in August of 2003 after receiving her MSW from the University of Maryland. Ms. Dashner is a Licensed Certified Social Worker and has 8 years experience as a DOT Substance Abuse Professional. As an account liaison, Ms. Dashner has worked closely with client companies in each of the DOT transportation modes and the nuclear industry to create and implement drug-free workplace programs. Ms. Dashner has developed and delivered numerous trainings and presentations on the DOT SAP process and NRC SAE Fitness for Duty process.  Ms. Dashner manages the marketing, sales and business development, product implementation and account management.  She has written and facilitated substance abuse trainings for DATIA, SAPAA and several EAPs.
